It looks a lot like the shocks I used to male at the company I worked for. Is that a metal coil around the shaft or a rubber bladder? Either way it looked either worn or rotted.
Yes, it does look like a shock absorber. I suppose it works on the same principle. I think the seal is made of leather or something similar. I will investigate further when I have another go at repairing it.
